Yes, Expression Encoder is the tool you should use to do this transcoding. Encoding a 2hour video file at 1280x800 will produce a large file if you are expecting reasonable quality. For instance if this were a DVD (which uses MPEG2 compression) then the data rate is typically around 4-6Mbit/s which for a 2 hour movie would run around 5Gb! 180Mb is only 3% of that figure hence the significant reduction in quality - this is just to give you a ballpark feel for how big you should expect the file to be. You will need to up the bitrate and accept that it will produce a larger file.

Delivery of that file, however, can be done in a couple of ways, download - ie. they need to get the entire file before starting it, or streaming - the file is delivered from the server in parts, they can start watching very quickly and it is downloaded continuously as they need it. For streaming also look at our solution for "Smooth Streaming" which accounts for different internet speeds and adjusts the quality of the streamed content as appropriate.
