I've used Expression Blend for a number of years now and with each new release hold, my breath that it will include some basic features that I have come to expect from design environments. (rulers with manually set guides being one of them).

I can't find any information on the Expression website that lists what's new in Release 4. How is a person to know whether it's worth upgrading?

If you bought Blend 3 at retail, Blend 4 is a free upgrade, so that makes it easier :)
