I have noticed that there is a notation that "...the Solution Starters are no longer available as directly deployable WSP packages." Does this mean that they can no longer be installed and used? We had deployed them on a test implementation and they never really worked because of the glitches in the installation of the base product such as secure store, excel services, sample reporting, etc, all not working.

It seems that the previous versions of the solution starters are still available as WSP's that you can then deploy to your system. If you still have the latest version (Nov-2011) somewhere on your test system, feel free to deploy these.
