Welcome to the MSDN forum.

Do you mean T4 Template is T4 Text Template?

To add T4 Text Template in Visual Studio 2017, you could add a text template file to your project and give it a name that has the extension .tt. Please right click the project in Solution Explorer, choose Add, New Item…, in the Add New Item dialog box select Text Template.
