Within 'Budget Tracking/Tab', the core functionality we use is the drill down to 3rd level for financial information. Basically we have
established a finance/budget tree and use 3rd level to attach actual $$$.
I was told this functionality does not exist in Project Server 2010, or perhaps its just handled differently.
Can someone explain or add to this specific piece of functionality?

I'm sure one of our more clever coworkers can suggest how tiered cost can be managed in PS2010. At the simplest level you could mimic this in a project plan using tasks to emulate the cost types, then simply input the value to a "total cost" task field. This would then perform the roll-up functionality similar to how PPS did it. You could even build filtered views in Project Center to show just the cost fields. Heck - you could write a report to just pull those "cost tasks" from all projects in a portfolio.

Of course, that's a simple approach, and I'm sure there's a more clever way to do it. Project uses Work, Material and Cost resource types to track different kinds of cost, and someone coming from PPS could use this functionality to emulate cost tracking as they did it in PPS. (I.e. create a Material resource called "Operating Software", or use Work Generic Resources to plan resource cost estimates.)
