My goal is to be able to document and budget project proposals without the controls normal in an operating project.

I see that they have changed the handling of the work units in 2010 but, I am not sure that will give me what I am looking for.....

Most elegant solution if you cn do it: upgrade  to Project 2010 and use manually scheduled tasks. That assures all you want.
