/passive option is the option for the following:

"Passive display option. The installer displays a progress bar to the user that indicates that an installation is in progress but no prompts or error messages are displayed to the user. The user cannot cancel the installation."

I don't think it is a required command line option.

Could you share your full commands here? Is it possible that something is wrong when you are trying your command? I don't think the command will behave like that way.
