The P12ACTool output shows me some projects with over 2000 assignments. However those project do not have resources. THe output has this section: Getting list of of top 15 projects with largest number of assignments.  Proj_UID, Proj_Name, Total Assns. Then it lists 6 projects with anywhere between 170 to 2492 as the total Assns.

THe very next section in the output is "Top 30 resources with the largest number of assns" and it confirms that there are no resources with assignments.
