We are using project server 2010 for our company. For a adoption/compliance report i need to know who has submitted their tasks. We need to distinguish whether the %complete /actual hour colum has been updated by the assigned resource or someone else like the project owner has updated it for them. Is there a way to find the updated by or modified by field in any of the databases?

I think you should have a look at the "Server Side Event Handlers page in the Serversettings context.
Many events can be trapped, so this kind of change logging is possible via server side programming!

PS: Even if there was a modified by or updated by field in the database, it would be overwritten for each consecutive change... so that will not solve your problem. In other Implementations I used to create triggers on the tables to be monitored. Each time somebody changed some specific fields in a record of a given table, this was logged in another table. This is not an obvious job in case of the Project Server...
