We are fetching permissions of Document library using below api

The problem is our site collection name as well as document library name contains special characters and we are not able to fetch the permissions

Sample URL: 

https://xxx.sharepoint.com/sites/sitewithspecial!@$^&()-_=[]{};',character[]{}/_api/web/lists/getbytitle('special!@$^&()-_=[]{};',character[]')/RoleAssignments?$expand=Member/Users,RoleDefinitionBindings
