        When a user is given permission to login to the pwa as a project manager or a team leader he and when he creates his new project he is not able to build his team members for that project since his team members are not listed.......

As of now the administrator will create a dummy project for him by changing the project owner from his name to the name of the newly created project manager and build the team for that project from the list of users which are displayed in the admin logins Resource center ........And once this project is Saved and Published the newly created project manager when he logins to the PWA URL he is able to see that project in his project center and also the team members of that project as his resources in his resource center.......

Are you using the out of box groups/category permissions or have you modified the permissions? PM?TL will need to have the assign resource permission which requires following ,
View Team Builder global permission in order to use the Build Team page in Project Web App or Project Professional.
Build Team on Project category permission in order to assign a resource in an existing enterprise project.
Build Team on New Project global permission in order to assign a resource in a new enterprise project.

It seems more specific to permission settings for the My projects category.
