I am currently trying to create a new "Issue" template to use. Everything I have read refers to a "Process" tab under the control panel in projects. Simply don't know how to switch it on or why it isn't showing. Any idea?

If you are referring to Process Editor for Work Item Customization, follow the below to install TFS Power Tools. 

转到Visual Studio - >工具 - >扩展和更新 - >从左侧导航选择在线 - >搜索电动工具（根据您的TFS版本选择版本）。 - >下载&安装

Go to Visual Studio ->Tools ->Extensions and Updates ->Select Online from the left side navigation ->Search for Power Tools (choose version based on your TFS version). ->download & Install

重新启动visual studio以反映Visual Studio Tools中的Process Editor。  

Restart the visual studio to reflect Process Editor in Visual Studio Tools.
