In Workflow class library, Microsoft.SharePoint.WorkflowActions Namespace contains the workflow activities included in Microsoft SharePoint Foundation 2010 & you can get & set the ContentTypeId Property :

You can see the ID of the content type in the url when looking at a content type in "Site Settings > Site Content Type Gallery", Url could be something like:
http://servername/PWA/_layouts/mngctype.aspx
