Currently I have Visual Studio 2015 Professional on my build server.
Some of our users are installing VS 2015 Enterprise on their machines specifically for the ability to use Microsoft Fakes and coded UI testing.  Do I need to install Enterprise on the build server for the users to build projects that use Fakes or coded UI testing on the build server?

Visual Studio Professional could also be used for TFS build server. You could install Professional instead of Enterprise.
