We have identified approx 40 group in our project that we need to create for managing the security. The Global and category permission are slightly different between each group and may get change in near future as well. I want to know what would be the best to implement security here,

If you absolutely have to, have to, have this much security, question it because maintaining it will cost time and effort. And if a less skilled admin person trys to maintain the security down the track and gets something wrong. it will cost many, many hours to correct.
