I've installed Win 10 and VS 2015. I attempted to "Copy Web Site..." to my host via the FTP tool. The FTP Log In comes up, but then proceeds to lock the UI. Nothing works in the UI, not even the system bar across the top. It won't refresh the screen either once another application covers it. It does not seem to affect the process though. The system stays stable and memory and CPU seems to behave as though nothing is wrong on the VS task.

I tried opening in VS 2013 as well and the same thing happened to it. I can only suspect Windows 10 has something to do with it.

Could you share me a screen shot about above result? How did you "copy web sites" via the FTP tool?

Actually you know that this forum is to discuss the VS IDE, if this issue is related to the web sites, maybe the ASP.NET forum would be better for this issue.
