My customer is the USCG they operate on the SharePoint 2010 platform.  They created an announcement page for a weekly news feed and have been using the default new item form.  Lately I was asked to update the dropdown boxes to cascading which is do able if I customize the form using InfoPath 2013 as the functionality was available in 2010 and 2013.  However, the new form in 2010 has the capability to insert From Computer in the body field which is a Rich Text field.  If I customize with InfoPath 2013 and change the field to the Picture Control it doesn't work due to backward compatibility.  Is this assumption correct or is there a feature or process I am missing to make this happen.

Yes, you cannot change the field to the Picture Control and it s not supported  because of no backward compatibility.  But I did't understand the "new form in 2010 has the capability ".
