I need to block everyone except for 10 people from seeing the items submitted to a SharePoint list.

But, the tricky part, I need everyone to be able to submit the InfoPath Form 

If that is not possible with the 10 being able to see the AllItems view, I know I can make another view called admin view for them.

From my understand you request is the 10 people can see all items in the list and others only can see the items which are submitted by themselves. If i'm not wrong, you may refer below steps:
