I tried to re-create your problem.
I created a new project of type "Silverlight 3 SketchFlow Application." When I select File --> Package SketchFlow Project, the resulting folder contains the files below. Do you have the same files?
If not, is your project a "Silverlight 3 SketchFlow Application" and not a "WPF SketchFlow Application"? You can tell the difference by opening the Projects tab, expand the References folder of one of your projects, "mouse over" the System.dll. For WPF projects, the tooltip will display a path that does not include the name Silverlight. For Silverlight projects, the tooltip will display a path that includes the name Silverlight.
