How often do you try to tilt camera? Camera can't be tilted more than once per second, or 15 times in a 20 second interval. See readme at http://research.microsoft.com/en-us/um/redmond/projects/kinectsdk/docs/readme.htm, section "controlling the sensors and camera array".

If you're trying to constantly adjust tilt angle based on UI movements, you should add a timeout in between UI requests and calls to change camera angle.
