Based on your description, I guess that you create your project in Windows 8.1 or Windows phone 8.1.You don't need to download AdMediator.config, please be patient to read the following step.
If you have installed Microsoft Advertising SDK for Windows and Windows Phone 8.x, in Visual Studio you create Windows 8.1 project and right click References---Add Reference—Ad Mediator SDK for Windows 8.1 XAML.
Then you modify the XAML,

xmlns:AdMediatorControl="using:Microsoft.AdMediator.Windows81"

after that you drag new AdMediatorControl into the designer from the Toolbox, and right click Add Connected Service, please note  making sure your project targets the applicable processor architecture for your app (for example, x86) rather than Any CPU. The control cannot be added to the designer if the project targets Any CPU for the build platform.

Choose Ad Mediator and click configure,

Click OK and then you can find that there is AdMediator.config in your project.

When you package your project and upload your package in the Dashboard, the AdMediator.config will be configured in the Windows ad mediation in Monetize with ads page. You don’t need to download this unless you want to modify these value after publishing the app, because you have configure these value in Visual studio.
