The VS screen for the phone shows 'OS is starting..' for several minutes after the HYPER-V manager shows the emulator to be running correctly.  Indeed I have the Hyper-V connection open beside the VS connection.

Sometime later, the emulator pops up a error message complaining about connecting to the detecting the IP address.  On cancelling that message, the VS connection shows the same view as the Hyper-V connection, but not the app that should have been downloaded. The error message suggest something hasn't been configured.

I would open the hyper-v manager.  Go to network switched and remove all the network switches.  Try running the emulator again.  This usually corrects the issue.

 If you still have problems go back and delete all the hyper-v network switches again and the emulators from the list of virtual machines.  Finally go to the device manager and delete any Hyper-V network adapter.  Run the emulator again everything should be recreated.
