See this link for details:  http://www.microsoft.com/Expression/products/Web_Features.aspx .  The biggest change is the addition of SuperPreview, which allows you to view your website as it appears in various browsers, including IE 6, IE 7 or 8, depending on which you have installed, and Firefox.  The publishing code has been completely rewritten and is significantly faster and more flexible, allowing you to store multiple publishing destinations per site and adding support for FTPS and SFTP.  There have also been some improvements in site management and a few other areas.

Since Expression Web 3 can install side-by-side with Expression Web 2, your best bet is to download the trial version and run them both to see whether the new features are worth the upgrade price for you.
