I have had two incidents reported (on two separate but similar sites) where people are unable to create a new folder in a Library on SharePoint
The error message is: The server was unable to save the form at this time. Please try again.
Trying again makes no difference.
A couple of weeks ago the same department logged a similar call and I pointed out to them that the Libraries "Advanced settings" are set - "Make "New Folder" command available? = No. Changing this to Yes allowed them to create folders
and everything was good. But on Friday they started with this problem.
I have tried to search for this issue and seen many suggestions pointing to permissions. However the users having problems are Site Collection Administrators (like myself) and should have unrestricted access.
I have also tried restarting "SharePoint Search Hosting Controller" service as suggested in another post and that made no difference. (our Search Server has 16GB RAM) and also tried iisreset based on other similar threads I have found.
I have also tried adding content types for "link" and "folder" but no luck.
Would appreciate any suggestions on what to try next.
PS. This Library is a SharePoint "Record Library"... and the site is a standard OOB Sharepoint TeamSite. It also has the default "Document Library" although this is empty and I am able to create folders there without a problem.
PSS. The "Record Library" I am having problems has a large amount of folders and subfolders within and I was wondering whether there was any sort of limitation to the number of folders and sobfolders that can be created?

folder also has underlying "item" in doclib with content type = Folder, so if there are many items and folders already in doclib it may cause problems. Try to temporary disable list throttling for this doclib by setting SPList.EnableThrottling to false and ask user who has this problem try to create folder again. If folder will be created set EnableThrottling back to true after to keep maintenance under control.
