could you please help me, 
I would like for the staff to be able to upload new files inside every document library, but not add new folders.

At the moment they are on the Edit permission level  which can Add items, If I untick that from the permissions, then they won't be able to upload new files either.

To upload new folders they go in the files tab on top and click on new folder.

How do I disable those files, and library tabs from the top only for that group ??

You can disable that using custom jquery but I would not suggest that, you can disable folder creation for document library through library settings and user will not be able to add a folder.

转到库设置->高级设置，然后选择 否，然后按确定按钮

Go to Library settings-->Advance settings  and select No and press Ok button
