I am an administrator from the top down to the project level Server->Application->Project Collection->Projects. There is one Project, however, that when I try to do any security administration I get the error "You do not have the required permissions to perform this action." This is a problem because there are accounts in the Project Administrators group but they are of people who left the company.

When I try to delete any of the users I get the error "Access Denied: [name] needs the following permission(s) to perform this action: Edit project-level information" which I have.

Do you mean that you are a collection administrator but you can't do any security action on that project whose administrators were all resigned?

In the Security page at project level, is there some custom groups? Maybe in those custom groups, the former administrators deny your permission to this project.

If there's no custom groups, I think you may find the password of the old accounts and login in TFS using their accounts and add your account to the Project Administrators group.
