I have recently upgraded TFS 2015 and are using web portal for Release Management. I have created DEV,QA,UAT and PROD environment in release definition. I am playing Admin role in TFS and want to know if we can separate DEV/QA environment access to developers using release management and UAT/PROD still remain to Admin team.

Yes, you could set the Security for the UAT/PROD environment to avoid those developers to access the  Environment. Click the "..." icon of the environment and choose "Security".

Add those developers and set the permissions to Deny, then Save.
