"Use Questions and not Discussion thread types, this will allow us to "close" suggestions once they are no longer relevant or have been addressed."

So no, there's no "make a suggestion" option, but then since I imagine that would require them to add an entire new type of post to the entire forums it's somewhat overkill, so instead you can simply use the question option which can be turned to the same purpose.
