A bit new to expression web. Does anyone know how to create vertical lines. Horizontal seems pre programmed but I guess in Microsoft's mind no one uses vertical. Either that or I am supposed to rotate the horizontal but I can't find a command for that either.

Do you mean you want a vertical version of the horizontal rule (<hr />)?   This has nothing to do with Microsoft.  The <hr /> tag is part of HTML definition, and there is no vertical rule defined.

...Now, you can fake it by adding a height and width to the hr, such as:  <hr style="width: 3px; height: 200px" />

Or....  Consider simply putting a side border on whatever container holds the text or images you want to separate with a vertical line.  It will likely be less complicated than trying to get the strangely sized <hr> positioned where you want it.
