At this point I can no longer download updates to extensions or any new extensions.  The error reported after several minutes is:

Cannot check for updates because the following error(s) occurred while trying to contact the server:

The operation has timed out.

First, I have several versions of visual studio installed on my computer.  I have Visual Studio 2013 Ultimate, Visual Studio 2015 Enterprise, and Visual Studio 2008.  Occasionally I use Visual Studio 2015 for new development activities, but I use it sporadically.   In the last week, Visual Studio 2013 and Visual Studio 2015 have become nearly unusable due to the slow internet connection.  Retrieving updates in the extensions and updates gallery is impossible.  Occasionally the program requires me to logon to my MSDN account to reconnect to my license and even that is painfully slow.  For some reason neither Visual Studio 2013 nor Visual Studio 2015 can connect to the internet even though every other application on my computer is working fine.  Web browsers are fine.  There is no issue with my internet connection at all.  I have no idea what troubleshooting steps to take in order to resolve this.

Did you made any changes for your computer like install windows updates, other software …, or install any new extensions or updates for installed extensions in VS?

I checked this Tools>Extensions and Updates…>Online feature in VS 2013/2015, it works fine. To check if this issue is caused by VS or computer environment, please use the default browser IE11 to directly access the extension download page: https://marketplace.visualstudio.com/, try to search one extension to download and if the download works fine, which means this issue is more relates to the VS.

Meanwhile, you can try to perform a clean boot in Windows to check if some other software blocked this.
