I have tested your command line on win 10.  It cannot open depends exe file. When I use command line below. It works well.
When I changed the command line like this:
start /wait depends.exe   "C:\Program Files (x86)\Microsoft Office\root\Office16\EXCEL.EXE"

This is strange for me.  Did you run depends exe file successfully and get what you want? 
I would suggest you run same command line on another computer with same environment. Maybe the system environment cause its hang.
After all, the virtual machine is not the same as the physical computer.
