I would like to create a couple of page templets as the following image.

if you want to reuse these icons on many pages than you may create several publishing page layouts with different sets of icons and then create publishing pages based on each page layout. In result you will have pages with different icons.

If you need it only on one page you may create new page, add content editor web part on it and add html layout with these icons into web part.
