I had a web application with classic authentication. The SP content databases made their way from MOSS, and there were records about the users in the domain that differs the current one in dbo.UserInfo table. So, a content database had OldDomain\User1 (tp_Login field) and NewDomain\User1 (tp_Login field) records with the same emails User1@NewDomain.com (tp_email field). The both records had tp_Deleted = 0 and tp_Active = 1. I don't know why - I started to work with this SP instance when the domain was already changed.

When I converted this web application to claims-one with Convert-SPWebApplication -Identity "https://<webappurl>" -From Legacy -To Claims -RetainPermissions, unexpectedly I got OldDomain\User1 (tp_Login field) record as i:0w|NewDomain\User1 and the second one is the same i:0w|NewDomain\User1 but tp_deleted got non-zero value and user lost its permissions among the site collection. I have found no way to restore the deleted user.

What did I miss? The documentation tells that Convert-SPWebApplication checks if the user exists in AD, how exactly does it search for a user? Why not by tp_login?

And there is one more curious moment - some users that has similar situation got removed record from the old domain, not the new. It fits me, but looks like a random.
