I know that there are some posts regarding this issue but none of the solutions provided could help me. I have the following scenario: I have a wired connection to the internet with static IP address and with proxy, and I cannot connect to the internet using the emulator in Visual Studio 2013. I tried to do a lot of things that I found on forums but no success.

The emulator defaults to not having any network connectivity.  This blog (http://blogs.msdn.com/akhune/archive/2005/11/16/493329.aspx) explains how to use ActiveSync to give the emulator access to the network.  From there, you would browse your webserver exactly like you would from a hardware device - http://<your-server-name-here>.
