I have developped an Access 2013 Web App which I now want to deploy.

I tried to link a SharePoint list to the web App and received an error message that the cultural settings in SharePoint (Online) are different to the those in Web App and thus cannot be linked.

Since cultural settings cannot be changed in Web App it is recommended to make the respective changes in the SharePoint List.

As tested, when we create the Access Web App from the client side, the default culture will be as the same as the client side. For example, my Access 2013 and OS is English version, when I deployed it to a Chinese SharePoint site, its culture will be still English.
