As for office 365, you don't need anything to use it.

If you want to manage it or need development, fox example, PowerShell.

If you have the requirement to open site, then you can install SharePoint designer.

Also remember to install SharePoint Online Client Component SDK version-16.0.6906.1200, which is needed for development.
