I am new to this audio app development and looking for a program to change the default sample rate for audio in Win7.

There is no supported mechanism for changing the default sample rate from an app - that privilege is reserved to the user, via the "Default Format" dropdown in the Sound control panel.

Why do you want to change the default sample rate in your app?  If you want to play (or record) using a sample rate other than the default, you can use exclusive mode.
