In my case I updated my app to a universal app and did not realize that the users who purchased my app before the universal app would not be able to download the windows store app for free.

My idea to enable this functionality to my customers is to add a free in-app purchase to the phone app to users who have purchased which I could then check for in the Windows Store app. The windows store app would still look like its a trial but I could make the app function fully based on the test of the in app purchase. MS documentation states that in app purchases are not possible in trial version but does not state if that means I still cant read them. Anyone know if I can still read the license in trial mode?

If your pre-existing users contacted you because they are being prompted to purchase your other platform app, I would suggest they re-install the original app. That should refresh the license and allow them to install without an additional purchase. If that doesn't resolve this, we would need you to submit a support ticket in order to look into this further.
