I was using SharePoint 2010 before and am now using 2013. I want to add an alert with conditions. For example send am email alert if Column A contains "bob"

The 2010 had this Add Alert button. In 2013 I only see Alert me but not the Add Alert button. 

I do not have SharePoint designer but I do have InfoPath Designer. I tried to use a workflow but was unsuccessful. This was such a simple task in 2010 and am hoping I can do the same with 2013. I appreciate any help!

Both in SharePoint 2010 and SharePoint 2013, we can add a alert to list/library via "Alert Me" button->set this alert on this item/document.

Where is the "Add Alert" button on your SharePoint 2010?

For your requirement, creating a custom workflow in SharePoint Designer is an easy method in SharePoint 2013.

You can follow the workflow steps as below:

1. Use Condition "If any value equals value", select "Column A" in the define workflow lookup, change the equals to contains  and select the contains  "bob".

2. Use "Send Email" action and choose the recipient’s email address.

3. Save and Publish.
