The visual studio shows the error of missing or damaged packages while installing the visual studio 2015 update 3 community edition. Doesn't proceed even if we ask it to retry. in fact it occurs for all the packages .Can someone please suggest a solution to this ?

There are two main aspects that could affect this, the installer or your machine environment.
Could you please tell us in which way you install the VS 2015 Update3? Web installer or ISO image?
I suggest you insert a healthy ISO to repair the corrupted one, disable AV software temporarily, check all the Windows update, clean up %Temp% folder. then reboot your machine and run VS as administrator to check if everything works fine.
If the error persists you'd better use http://aka.ms/vscollect to gather the installation logs. find vslogs.zip from %temp% folder. Please upload the file to Onedrive and share the link here. I will help you find the root cause according to the log file.
Besides, how about considering to use VS 2017?
