We review pdf documents stored in SharePoint online using commenting feature in pdf. Is there a way to open the file in client and in SharePoint and not in temporary location on your PC. I would like to get a direct prompt when I click on url to open or check out and open.

In SharePoint online, by default, when you open the PDF file by clicking the PDF file directly, the PDF will be opened in browser. And you also can view the comment in the PDF file like the picture below.
