I measure performance for a living - 30+ years.   Your install applications ability to establish connections to download install data is dismal. Human experience is that its only sending at best 24kbps average for the first file (Redgate.SQLSearch.VSxtension) for the last hour and a half.   Regardless the size of file - anything will take forever at 24kbps.  And this is an upgrade from an existing installations of a VS2017 install.  Other programs I tested during install show high streaming throughput.   150Mbps+.  So its not my internet provider, so bottleneck is upstream.   Waiting over two hours to download just the first file (not install) on an upgrade makes me want to use a different program.   4.32GHz machine 12-core 16GB memory.  Other than some simple quick validation tests, no other applications or internet programs running.  Last 4 minutes jumped to maybe 1Mbps and did finish -

queued? Load?  Tell me - don't make me wonder...

Something to measure a reasonable SLA for platform and size of data being downloaded could inform user of issues/load and to hang on - not migrate to different solution.  Now i need to plan for 2 hours for a feature upgrade?   Somehow you need to keep users from thinking these things...

Thank you for posting in MSDN forum.

There is a possibility that the connection between your machine site and the Microsoft download server, sometimes the server could shut down or in a slow situation.

Please temporarily disable your antivirus (AVG) ,at the same time,  turn off any software which could prevent VS from accessing the internet, turn off Windows Defender.

Then try the following Ping, to check if you could connect to the download server:

The above shows that the network is well-connected,  and the responding time.

Or if it shows any time out error message, it means that the your network can't connect to the resource server, in this situation, how about consulting with your friends or colleagues, borrow their machine to do a test, refer to: Create an offline installer for Visual Studio 2017 ,and check if the VS offline installer could perform smoothly, if succeed, you could copy the one to your machine and do the VS installation.
