I just checked on a Win8Pro x64 machine (but I'm pretty sure it is true for Win7x64 too):

In \ Windows \\ \\ sysWOW64 \存在x86版本的tapi3.dll，

和\ WINDows \ System32 \有x64版本。

In \Windows\SysWOW64\ there is the x86 Version of tapi3.dll present,
and in \Windows\System32\ there is the x64 version of it.
(You can check this e.g. with Dependency Walker)
