I've been monitoring a process on a dual processor Windows 2003 SP2 box using the %Processor Time counter. Looking back at the log it says that the process was constantly using nearly 100% CPU but when I was watching the Processes window in task manager I could see the process was only using roughly 50% CPU. So does that mean that the %Processor Time counter used in my log is specific to a particular CPU while the % of CPU used in the Processes window of Task Manager takes into account both CPUs on the machine?

If that is the case does that mean that any given process can only reside on one processor at a time whilst it is being run?
