I have configured a Managed Navigation TermSet with terms using the "Simple Link or Header" type and read only visitors only see the top row of terms.  Since I have multiple site collections in the farm, I have created SC term stores and then "Pin term with children" to each SC Site Navigation.  When I browse the SC as an Administrator I see all the terms and sub-terms.  If I browse the site as a visitor, I only see the top row of terms, but no children.  I'm also not seeing changes on the Global NAV terms on the site collections.  I have tried to run the PowerShell scripts to 'resync' the navigation with no success.

I have done a test in my SharePoint and i can reproduce your issue.

Per my test, user with contribute permission can see the Pin term with children, while user with read permission cannot see the terms which come from pin term with children.

I find it results by the "Add Items" permission. we need to check Add Items permission to see the terms which come from pin term with children.

So you can create a new permission level with "Add Items" permission checked. Or you can grant user with contribute permission or higher permissions.
