Many users are uploading content and files with a term selected during upload. Can I provide them an option to make Alert on Terms? This will make them receive emails when there is any content uploaded using a particular Term.

you cannot do it using out of the box alert feature in sharepoint, the available change types you can choose from while setting up the alert setting are  when new items are added, or existing items are modified or deleted. No alert is sent when an item is deleted from a view.

so you can do it by developing custom event receiver and bind it to this destination list/library and check in on-adding event if specific term is selected then send an alert to specific group of people.

if you have limitations on deploying custom event receiver in your environment , you can easily develop a workflow using sharepoint designer and in the actions of workflow check  if specific term is selected then send an alert to specific group of people.
