I have cloud SSA provisioned on SP2016 and It works like a charm. The only thing is when I got to people search on on-prem search center, I don'tt see the results. It's not working. BUT When I go to people search on-line. It works.

Please check the results source in on-premises to see if it filter out the online people results.
