I've been looking a bit at the Pivot and Panorama controls, but they don't seem quite right. I've played around a bit with the Pivot to remove the header and only show the content, but there's an enormous blank space between any two items (I saw someone suggest using only the headers, as opposed to the content to improve on that). Another problem is that the pivot allows looping (i.e. going from the last page to the first or vice versa). I didn't find a way to disable this looping behavior.

You could experiment with the existing LongListSelector or its predecessor ListBox. Add side controls to allow paging in addition to swipe operations.
