I am attempting to install .net framework into a more current version. I am on windows 8 and have this issue for a while. I really need a solution. I am fairly certain it just doesn't exist on my computer at all.

If you couldn’t find Windows Modules Installer Service, please raise this issue on this forum: http://answers.microsoft.com/en-us/windows for dedicated information, the Windows modules installer is more related to the OS, as far as I know, this service should be shipped with OS installation. You can try to run the command: sfc /scannow in the elevated command prompt and scan all the required system file and repair it.
