I was trying to include live tiles in my app and I met some issues. As far as I know, the live tiles can only update once an hour using the local scheduler. However I saw that HTC has a time tile on Windows Phone 8 devices which updates per minutes. Is there any way to update my tiles per minutes without using an authenticated push notification web services (it will drain users' battery pretty fast)?

Did you look in the Windows Phone documentation?  Try clicking the Develop link at the top of this page.  You will find all the information about Tiles for Windows Phone that you need.

Also note that OEMs may have access to more tile types that we have access to.  Just because HTC can do a certain live tile doesn't necessarily mean we can do the same thing.
